My Dell Inspiron n5050 won't load properly?

I have been Having this problem for a while!

And I want to load the recovery because its got all the programs that i require but this screen stops my Laptop from loading the Windows 7 Home Premium (recovery) all the time!   I have tried the built in recovery part by tapping 'F7' but it still doesn't work! Please Help
