The battery appear to have failed and needs to be replace with a new one. However, I like to suggest reseating the battery and see if that would make a difference.
1. Power off system. Remove AC adapter and then battery. Press the ' Power On ' button for 15 seconds to release Static Flea Power.
2. Replace battery, adapter, and then power on system. Hopefully battery charging is fix now.

Since the computer is 11 yrs old you should consider replacing it instead of buying a battery. If you do buy a battery use a reputable source instead of an auction site. Real Dell batteries are expensive--
