Well it seems your keyboard layout has gone bad. When did this happen? Is there any errors or warning in device manager?
In the mean time have a look at the following link, you migh find it helpfull.

I have just had the same problem and it turned out keyboard setting was in English US version, but I use English UK.
go to start button>
control panel>
date time language regional options>
regional and language options>
language tab> details
check that english US is not selected if it is that is the problem and will need deselcting and select
english UK
