Recovery partition not seen by DBR

So, I'm at a new job one of my first tasks is to wipe a Lattitude E5530 laptop so it can be passed on to someone else. I could just format and install Windows 7 from scratch but I would lose the Dell supplied Office license key already on the machine. So, I would like to restore from the recovery partition. 

How do I do that? I tried F8 on boot but Windows reports no saved recovery images available. I downloaded Dell Backup and Recovery Manager and made a boot disk but it doesn't see the Dell recovery partition either. I can see it from Windows 7 Disk Manager.

What's the secret?
