What to do when Dell can not/will not help
The current disaster is that the operating system (XPpro) can not access the modem. I can communicate with it through HyperTerminal and Phones/Modems under control panel. Network Connections, however, will not recognize a modem and will not allow creating a dial up connection.
After more hours with tech support, Dell admitted that there is a substantial problem with the operating system/computer combination. Evidently, there are registry keys that could be edited to correct the problem. Dell prefers not to give registry editing instructions.
After Dell determined that the problem is with the operating system they installed on this Dell computer, they told me that I qualify for software support - for a fee.
I asked to talk to a supervisor but none were "available". I was promised that one would call me back. Of course, this has not and will probably never happen.
This problem is solvable. I suspect that there are more than a few D600s that can function with a modem. It simply is beyond the capabilities, or interest, of Dell Technical Support.
Can anyone suggest how to proceed with this - either instructions or a referral to an organization that has better capabilities than Dell?

What is the exact problem, or error message?
Othern then just "will not allow creating a dial up connection."
There are two instances in which I have seen this problem.
1.If you are running in "selective startup".
Using MSCONFIG, you can shut off services and software that is loading when windows boots up.
If you uncheck the box for "Load System Services" then you effectively shut off all Windows services.
This will keep you from creating any dial up connections.
Simple return the system to "normal startup" and it should start working again.

To undo any (MSCONFIG) changes that have been made,
and to make sure the system is running in (NORMAL MODE)
perform the following steps:
Click the Start button, click Run, and then type msconfig in the Open box.
Click OK.The System Configuration Utility window appears.
Under the "General Tab", click the radio button next to "Normal Startup."
This should take the check out of the radio button next to "Selective Startup"
Then click (Apply and OK).
Then restart the system.

SYMPTOMS
When you try to create a new network connection, you may receive the following error message:
Error 711: Cannot load Remote Access Service Connection Manager.
The Routing and Remote Access service terminated with service-specific error 711 (0x2C7)
Incoming Connections depend on the Routing and Remote Access service which was unable to start. For more information, check the system event log.
You may also be unable to install network adapters.
CAUSE
This issue may occur if the following services are disabled:
Telephony
Remote Access Connection Manager
Remote Access Auto Connection Manager
RESOLUTION
To resolve this issue, enable the disabled services, and then start the services:
Click Start, right-click My Computer, and then click Manage.
Double-click Services and Applications, and then double-click Services.
Right-click Telephony, and then click Properties.
On the General tab, click Manual next to Startup type.
On the General tab, click Start under Service status, and then click OK.
Repeat steps 3 - 5 for Remote Access Connection Manager and Remote Access Auto Connection Manager.

You Cannot Create a Network Connection After You Restore Windows XP

SYMPTOMS
If you install Service Pack 1 (SP1) for Windows XP and then use the System Restore feature to restore Windows to a state before the installation of the service pack, you may experience the following symptoms:
You cannot create a remote access or Dial-Up Networking connection. All items on the "Network Connection" page of the New Connection Wizard are unavailable (dimmed).
The Network Connections folder is empty.
The Internet Connection Sharing (ICS) and Internet Connection Firewall (ICF) services do not start because of a dependency failure.
The following events are displayed in the System log of the Event Viewer:

When you try to start the Remote Access Connection Manager service, you receive the following error message:
Could not start the Remote Access Connection Manager service on Local Computer.
Error 5: Access is denied
NOTE: You receive this error message although you are logged on with an account that has administrative privileges.
CAUSE
This problem occurs because the System registry hive is not correctly restored to the Windows registry after you restore Windows.
RESOLUTION
To resolve this problem, reinstall SP1 for Windows XP.
WORKAROUND
WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
If you cannot reinstall SP1, verify that the Objectname string value is set to LocalSystem in the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan
After you do so, delete the following registry subkeys. The presence of these subkeys on a Windows XP-based computer that does not have SP1installed can cause the symptoms described earlier:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP\25
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP\26
To delete these keys, follow these steps.
Note This procedure includes steps to make a backup of the registry keys before you modify them.
Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
Locate and then click the following key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan
On the File menu, click Export.
In the File Name box, type exported rasman key, and then click Save.
In the RasMan key, locate and then click the ObjectName string value.
If this value is not set to LocalSystem, follow these steps:
On the Edit menu, click Modify.
In the Value data box, type LocalSystem, and then click OK.
Locate and then double-click the following key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP\25
On the Edit menu, click Delete.
Click Yes to confirm that you want to delete the selected registry key.
Repeat steps 7 to 9 to delete the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP\26
Quit registry editor, and then restart your computer.
