XPS 1340 (studio) HDMI output to vizio flat panel LCD

When a enhanced dvd is played there is a line that scrols from top down intermittently on the flat panel that the laptop is connected to.  All standard media player applications were tried and have the same effect.  The output resolution is set to the highest quality and highest frequency.
