XPS 15 problems on cold start but not on restart
Bought an XPS 15 a few weeks ago. More often than not, when I turn the computer on it appears to boot up ok, but then there are problems. It runs slow, it hangs, Cortana does not work properly, etc. I then re-boot, and when it boots up the 2nd time, everything is fine.
What on earth would be causing this?

Thanks for the reply.
-All programs and drivers are up to date
-No unwanted startup programs (that I am aware of). Even if there were, the same programs are loading on a cold start and a restart, thus it wouldn't make a difference, would it?
-system scanned for viruses and malware-none found
-Cortana settings are correct. Again, looking at the the settings, they are identical whether I do a cold start or a restart, so it wouldn't make a difference, would it?
At this point, it's happening virtually every time. If I turn the computer all the way off, it acts funny when I turn it back on. I then re-start, and everything is fine. Doesn't this seem to indicate that there is something wrong with the way the computer is shutting down, which prevents it from restarting correctly? Again, it only seems to be a problem when re-starting from a complete shutdown. It's not a problem when restarting while the computer is already on.
Any guidance and advice on this extremely irritating problem would be appreciated.

I may have solved my own problem. In searching the web, I discovered that there may be issues in Windows 10 with the "fast start up" option under power settings. When I read that "fast start up" only comes into play during a cold start vs a restart, I figured that might be my issue. I disabled that option, and for the moment that seems to have solved my problem. I shut the computer all the way down a couple of times, and each time it restarted normally.
We'll see if this solves the problem long term.
