XPS M1330 Throttling to 798MHZ

I noticed my Dell XPS M1330 was running a bit sluggish lately, then realised the CPU was only running at 798MHz. No matter what app / game I run, it won't go to the full speed of 2.2GHz.

Coretemp shows the FSB at 99 x 8.0 and the Max temps 49c, and 35c at idle.

I've used Throttlestop and this allows me to increase the multiplier, etc to force it to run at 2.2GHz and again, the temps don't appear to be exceeding the CPU's limits.

So why won't it automatically adjust the clock speed as and when necessary? I assume this is a software issue rather than a hardware issue?

This seems to have occured after a weekend playing World of Tanks where I noticed the Nvidia GPU was reaching temps around 95c. I've since reapplied thermal paste to the CPU, GPU and Northbridge (?) and this has reduced those temps considerably. There hasn't been any artifacting or display corruption so that should rule out GPU failure.

Is my CPU screwed or is there some way of resolving this?

If the power adapter isn't correctly recognized, yes - the system will run as if on battery only (at low speed).

I disabled the Power Adapter check in the BIOS because I was having some issues with the PSU where it wouldn't recognise it and the laptop occassionally wouldn't charge. Despite looking after my PSU and not trying to create bends in the lead, I think it's still managed to wear out. Would this cause the CPU to throttle back? Is it worth swtiching the PSU check back on? It doesn't always not recognise the PSU, but it's kind of a pain when it doesn't.

Also, when using Throttlestop and forcing it to run at 2.2GHz and running something intensive, the max temps have not exceeded 50c, although the GPU temps rise to about 85c (around 60c seems to be idle).

Does the system properly recognize the AC adapter (F2 at powerup to check)?

Those temperatures are high enough to cause the CPU to throttle back -- is the fan running correctly?

It could be either, but the adapter is $35, while the jack is a minimum of $100 to repair, so try a new Dell adapter first.

Here's the irony, (which I literally just worked out). If I run it on battery it adjusts the clock as necessary, ie, anything over 798MHz. Yet plug it in and it locks to 798MHz. This power supply issue, does it mean I need a new PSU or is it going to be the socket on the laptop itself where it plugs in? The latter obviously being more problematic.

Unless you have the tools to solder a multilayer circuit board, the repair isn't one to tackle yourself.  It's not a job for a handheld soldering iron - leave the replacement of the jack to a pro.

If you've got an antitstatic soldering jig, go for it -- the jacks cost about $20.

I don't think it'll actually come to that. I'm 99% certain it's the adapter itself as messing with that seems to affect whether the laptop charges or not. Thanks for all the help.

I think it's the cable. I enabled adapter detection and it threw up the nag screen. In Windows it stated it was plugged in but not charging. I unplugged it, felt the wire and could feel a bit of a kink under the outer sheath so gave it a bit of a twist and plugged it in and it detected it and started charging. The CPU seems to be running as normal now. Just ordered a Genuine replacement from Amazon for £10. Hopefully that solves the problem. If it turns out to be the jack where can I get the replacement part so I can fit it myself (fairly confident it won't be a massive job).
