boot up window is in the middle.....

When windows boots up on my old dell laptop the entire window is in the middle of my moniter with a black border all the way around it. It is not using the full 15" monitor space....it is in the middle. Is this a bios issue? Any help would be greatly appreciated.

Does anyone have a list of the Fn + ? key combos and what they do? Or, could you direct me to a source?

usualy they are printed on the keys themselves.

Yes, some are printed on the keys. Take a look at Fn Keys on some models
