Inspirion 1440 new battery won't charge (0% available, plugged in, not charging)

A new, replacement battery for our Dell 1440 laptop was bought on Amazon. It charged okay the first time but since then it will not charge. The charger unit is good as that is how the PC must be powered now. Running the 'Full Hardware Compliance' test from the Dell website, the'Microsoft ACPI-Compliant Control Method Battery' test failed. I am to assume this means the new battery itself is defective, that this is not some sort of bug in Microsoft (WIndows 7) operating system?
