Power on issue on both warm and cold reboot

I only received my new Dell Inspiron 17R SE 7720 running Windows 8 a week and a half ago, the first few days rebooting was not a problem. However, now when I reboot the system, either by Power > Reboot (warm reboot) or Power > Shutdown > Wait for computer to power off > Press Power Button (cold reboot) the screen comes up  with the dell logo and it hangs. If I cycle the power a second time it boots normally. I have tried updating to the newest BIOS, and tried a couple previous versions of the BIOS, and this problem is consistent. Is my motherboard on my new laptop faulty, or is there a known issue with the BIOS for the motherboard used?
