Studio XPS 1640 and Throttling Issues

In recent light of the the throttling investigation and incoming fix on the 1645 and 1647 models, Ive been instructed to make a separate thread to investigate the same issues for the 1640. If you have a 1640 with throttling issues please post any information in this thread:
