Dell Power Manager Service installation errors 25026, 25029, 25028, 25025, 1603

Hi,

When I'm trying to install Dell Power Manager Service v3.9.0 (https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=gd7j6) onto the Latitude 5420, the install fails with errors 25026, 25029, 25028, 25025 and finally 1603. Here is part of the log:

Any ideas why the software thinks it's incompatible with my hardware? Both are from 2021 and listed as compatible on each other's pages.
