Factory reset broke laptop?

Question

I’m working on a Dell Latitude e6420 and I reset my laptop. In the process of it booting up I’m now caught in a loop of restarts. An error message pops up and says

“The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install windows click OK to restart the computer, and then restart the installation.”

Google hasn’t been helpful, what do I do guys?
