I would like to supporrt this request. Using the standard ubuntu 18.04 leads to a laptop not being able to suspend / resume, which is rather unacceptable...

However, this appears to be just the normal ubuntu iso. We are looking for the dell adapted version of ubuntu 18. 

If your system came with Ubuntu from dell the recovery Image would be available.  Dell only supports the OS that shipped with a unit.

Burning the disk requires Brasero which doesn't come by default but its free.

While most features work on my Precision 5530 with the normal Ubuntu image, I would like to get my original image back as well. Unfortunately I wiped my partitions before realizing that Dell does not offer them for download anymore, I run into the same messages that were posted above. Clearly, Dell uses a custom image, as the download button identifies this filename

I am guessing that they restricted the access to this file because they shift to the image download via the BIOS recovery tool. However even that does not work for me, after searching for several seconds, it concludes that my OS is incompatible (not verbatim).

Some of these issues are because support is not free.

I would like to express my support for this request. I personally have a Precision 5520, but using its service tag on the "Download Linux Recovery Image" page (https://www.dell.com/support/home/us/en/19/drivers/osiso/linux) only brings up an option of downloading the image for Ubuntu 16.04 for me, which is what was available at the time this device was delivered, and what I ordered with it.

I'm pretty confident that the Precision 5530 is similar enough that a Dell Ubuntu 18.04 recovery image for that model would work on mine as well.

I also tried to contact technical support about this (I have a paid support subscription), and they told me to first "call the ubuntu", which I tried to explain to them is not helpful.
I also asked if it was possible for Dell support to simply provide a download link to an Ubuntu 18.04 recovery image somehow, but it very much seemed like the operator didn't understand what I was asking at all. On top of that they refused to escalate my request to the next support tier.
After calling again twice, the support agents each time refused to help me, as apparently Dell stopped offering service in my region after my 1st call.

I'm fairly disappointed that Dell is making it so incredibly hard to obtain their linux recovery images, especially since I don't see how licensing would be an issue here. What's to stop them from providing a plain and simple web page with a list of image downloads for all flavors of linux that they ship from the factory?
