E173FPVF displays double font

I recently began to notice a ghostwriting following a majority of the font displayed on my E173FPVF flat panel monitor. The monitor is probably about 3 to 4 years old. The ghost image is not burned into the screen but merely follows most writing on white images or grey backgrounds and isnt extremely noticable but annoying. Also, sometimes it appears as a square that encircles the text. It can also make the text appear blurry becuase of the lighly colored pixels around the words.

Is this a problem with my monitor, video card or possible cable?

Also, is it just that my monitor is getting old?
