P2422HE, USB ports not working

I recently got this monitor to free up desk space by replacing my docking station. So far everything works well except for the bottom USB downstream ports. The USB ports on the back are working fine, just not the ones on the bottom edge of the monitor. I've done everything that I could think of and DELL's troubleshooting tips, and still nothing.

Current configuration is a DELL XPS 13>USB TYPE-C>P2322HE. From there I have a Ethernet connected, Logitech USB dongle, and a daisy chained DELL P2419H.

I haven't tried a different TYPE-C cable, which I don't think is the issue. I'm thinking there is a limitation somewhere that is preventing the last 2 bottom USB ports from working, and DELL's documentation is vague, broad, and unhelpful.

Online P2422HE User's Guide page 12 states =
*To avoid signal interference, when a wireless USB device has been connected to a USB downstream port, it is NOT recommended to connect any other USB devices to the adjacent port(s).

I will call the bottom middle USB 3.2 ports in between USB Type-C and Ethernet 8-1 and 8-2
I will call the bottom side USB 3.2 ports 8-3 and 8-4. Test the configuration below =

Logitech USB wireless dongle --> 8-1
Empty --> 8-2
USB device --> 8-3
USB device --> 8-4

Is this a serious solution? That a wireless keyboard and mouse dongle causes signal interference with the other USB ports? In all my years in IT, I have had no issues with USB ports when using the exact same dongle on other devices, including monitors before purchasing this one. So what you are telling me is that DELL made the only monitor in the world that have USB ports that fail to work due to interference from a dongle? I wasn't the only one who laughed at this response. I guess I should return this monitor and never buy anything from DELL again. Am I correct, is that what you're telling me? By the way, I've already tested every port in various configurations. But not for the reason of dongle interference.

I've had this monitor for a few months now, dealing with the 2 bottom USB ports not functioning. I've literally read and done everything I could on my part to troubleshoot this issue. Even creating a post a couple months back seeking options that I may have missed, and all DELL's mods/reps do is regurgitate the same nonsense either in the the thread or as private messages, "here's a link to the manual", "Here's a link on how to troubleshoot it"...blah blah blah. Seriously? I don't know how many times I have to say that I have read every vague and useless documentation DELL has, and it is of no help. I've even tested my XPS 13 on another monitor in our company of the exact same model and everything functions properly. So I know it's nothing to do with my computer, drivers, firmware, etc. Still no one at DELL can give me a non-cookie cutter/scripted solution, or provide servicing under the warranty which is valid until 2024...So?....whats going on here?

Did you test as I asked previously?

Test the configuration below =

Logitech USB wireless dongle --> 8-1
Empty --> 8-2
USB device --> 8-3
USB device --> 8-4

List all USB devices plugged into 8-1, 8-2, 8-3, and 8-4
