P2719HC, USB downstream not working consistently
I just purchased a P2719HC monitor for use with my XPS 13 9360 laptop. The USB Type-C connection is working for display and charging purposes, but the USB downstream connections from the monitor are not maintaining a consistent connection with my keyboard, mouse, or webcam. I tried connecting a Latitude 7390 to the monitor and the USB downstream connections worked fine.

@eblau There's a firmware update for the P2719HC on the Dell Support page for that product, although it's admittedly a bit old. Otherwise, have you updated the BIOS on the XPS 13? That should be completely plug and play, especially given that you've validated that it works as expected with another system, which suggests that the problem is not likely to be the cable or the display, at least not a hardware issue with the display. Firmware interoperability issues are unfortunately all too common in the tech world.

Tried the firmware update for the monitor -- no luck. The firmware update available on the Dell Support page is older than the one that came preloaded on my monitor, but I tried anyway.
When I downloaded the BIOS update on the Dell Support page, it was the same version that I already had on my machine. I updated it anyway, and IT WORKED! Maybe something went wrong the last time I updated BIOS? I'm going to wait to accept your reply as a solution for a day or two just to make sure the connection sticks. Thank you!

@eblau Glad things are moving in the right direction, and it's funny that you mention reflashing the same BIOS release. My wife has an XPS 13 9350 and at one point I noticed that putting her laptop to sleep caused it to cut power as if there had been a hard shutdown. After updating my drivers, experimenting, and generally pulling my hair out, I was about to hunker down for a multi-hour clean install of Windows and all applications. Then I remembered that I had performed a BIOS update a few weeks earlier. I hadn't noticed this problem back then, so I hadn't immediately thought of it. I had watched that update complete successfully, and it was still the current version, but just as a Hail Mary before settling in for hours on a rebuild, I decided to spend a couple minutes performing a reflash of that same release. That fixed the problem.

Update: the problem is still occurring, but it seems that restarting the computer fixes things temporarily. I'm not sure why this might be the case, but I guess the BIOS update alone didn't fully fix the USB issue.
