I just connected a monitor to my laptop and have the same problem! This is very frustrating! It appears that no one responded to the previous problem reported. My monitor is the S2319NX.
Below the language popup you will likely see 3 arrows and an X on the screen. On the monitor frame bottom below each symbol you will find 4 buttons. Push the button below the X upward and the popup will disappear. Caution!! Make sure the language popup is on the language you wish to use before making the popup disappear per above.

Sorry, but I don't trust Microsoft. It will just be my luck if I run the pre Windows diagnostics it will mess up my computer!
