S2417DG, power consumption 11W

Hi!

Actually same situation as here but with more questions.

First, I have geforce 1080ti and two monitors connected to DisplayPort on video card. Main monitor S2417DG and secondary P2418D. Secondary monitor works well, but S2417DG:

When power saving mode is OFF, everything works well, it is turning on and off as expected, but monitor power consumption is ~11W when it is in sleep mode (PC is off). Probably it is called Standby mode for monitor.

When power saving mode is ON, monitor do not wake up with PC. When windows is loaded there is a message in advance display settings "monitor is not active". It is possible to push any button on panel before turning PC and with 50% chance all goes smooth or monitor will turn off in the middle of windows startup. Power consumption when PC is off is around 1W.

Questions: 

1. Why monitor is consuming 11W with PSM OFF? Not a big amount, but multiply to 24h and 365days. Any chance to see 1W as it is written in technical description?

2. Any good solution to make monitor starting with PC when PSM is ON?
