S2419HM with 6bit + FRC LCD panel?
Is it true, that Dell S2419HM monitor isn't DisplayHDR 400 certified, because it doesn't have true 8 bit panel, which is needed for this certification?

Correct. A true 8-bit panel is required for all three DisplayHDR levels 400/600/1000.
DisplayHDR 600/1000 require at a minimum 8-bit drivers + 2-bit dithering = 10- bit.
The S2419HM uses our CinemaColor technology for playback of HDR10 content. Which is why the sales page specifications stated, "HDR ready" and not HDR compatible. See the User's Guide page 17 =

The Menu OSD (On Screen Display) also has SmartHDR under Display, pages 26-27.
