SP2008WFP and Webcam

My SP2008WFP monitor worked fine until I tried to connect it to a new Windows 8.1 machine.  When I launch the Webcam Setup exe I get an Error I-001 at exactly 59% while installing :drivers.  Dell site says that I should not have to run in compatibility mode although even that it fails at the same point.  I tried to follow the instructions on the Dell site however I get no icon so I launch directly.  What am I doing wrong.
