I would like to ask if the Dell U2417H (EU version) use a flicker free technology? Is it PWM free?

The U2417H uses DCM (Direct Current Modulation) rather than PWM (Pulse Width Modulation). Read this review.

Thanks. Just bought the monitor yesterday, and I can indeed confirm with my very sensitive eyes, that it is PWM free.
It is a great monitor.
