U2417H, USB Type-C to mDP cable issue
When connecting the U2417H to a laptop, I have to connect the USB Type-C end of the cable to the laptop first and then connect the mDP end of the cable to the U2417H second for it to connect. Connecting the U2417H and laptop in the opposite order doesn't work. This condition is the same regardless of what laptop I use.
* USB Type-C to mDP cable
* MacBook Pro 15" (Mojave 10.14.6)
* multiple Windows 10 laptops
Why is this happening, or why is this order necessary? If there is a way to not force users to mess with the U2417H connections when connecting their laptop to the work station, that would be ideal.

Click my DELL-username and send me via a Private Message the monitor service tag number and 20 digit serial number.
All can see on the U2417H driver page that the the Apple OS or hardware was never tested/validated by Dell. So all of your testing should be done from the Windows 10 PC.
This scenario you describe is normal. The PC initiates the video signal to the monitor, not the other way around.
Your users should test this =
* PC is on. The U2417H is powered off. Not in a powered on PSM (power save mode) state
* The U2417H is off but the USB Type-C to mDP cable is connected to the U2417H mDP in port
* Connect the other end of the USB Type-C to mDP cable to the already on PC USB Type-C out port
* Then, turn the U2417H on by pressing the U2417H power button
* Press the U2417H Input Source button and check mDP
