I am using Dell U2515H monitor and GTX1070 video card with mDP cable. I do not respond when I set the screen adapter properties of Windows to 60Hz in 2560x1440, and 59Hz is returning. At 1920x1080 it is 60Hz, but the colors look pale. In addition, windows 10 also lists refresh rates such as 23Hz and 24Hz, which are not supported by the U2515H monitor at 1920x1080 resolution. When I try with the HDMI 1.4 cable and the Intel HD4600 card, the result does not change. I believe the windows monitor is perceived as a TV screen. Is there a solution?

59Hz is normal. Many LCD displays are not true 60Hz, but rather 59.94Hz. In previous version of Windows, it used to round 59.94Hz to 60Hz. Windows 8/8.1/10, it states 59Hz. Since it is a two year old monitor. You might want to open the Menu OSD (On Screen Display) -Others and choose Factory Reset. Also be certain that you always have the latest Nvidia 1070 Windows 10 driver installed and that the U2515H appears correctly in the Device Manager.
