U2713HM, Surface Pro 3, 1080
I can't get any higher than 1080 using a DVI-D cable with mini display port to DVI adapter. Adapter says it can go to 1920X1200 but that isn't an option.

Let's backup. Converters are not a good idea. With the SP3, you should be using a mDP to DP cable.
* The SP3 is using its 36w power cable
* SP3 mDP out --> mDP to DP cable --> U2713HM DP in
