That's bad as NW will use SJI (SCSI Jukebox Interface) to communicate to robotics. I checked NW HW compatibility guide for for FS II with LTO4 and I could not see RH7.1 listed there so there might be issue there. Actually, it goes up to release 5 and later models with LTO5 and LTO6 seem to be supported only on Windows. (Multitask model on the other hand seems to be supported on RHEL6, but you have FlexStor II).
I have a feeling that's probably the problem. I'm going to try reloading the server as windows 2012 since that's on the compatibility list. Although this might be a good enough reason to push a new purchase through for something a bit more modern.

The problem is that inquire using st can't detect library at scsidev@0.8.1. Just for test, does sjirdtag 0.8.1 works?

Did you try option 4, for shits and grins? This is the option for standard jukeboxes that it may not have specific model information on.

It is absolutely terrible. But if it works then you've narrowed down the problem.
If it doesn't work then there may still be something missing between the device and the operating system. .
If it works then the hardware isn't supported with Networker any longer as the compatibility guide seems to indicate.
