For errors from navisphere (is that clariion or vnx that you use?) you should go to more appropriate forum. Did you try to restart backup server box? I would stop NW, remove content of /nsr/tmp and just restart it. You are also using ancient version of NW, but I guess you have old environment. This does not help either
nobody can help you with this tiny 'pool' of information. We can only guess.
If the file system you are backing up consists of a high number of tiny files, these writings speeds are not unusual, even if you backup to disk.
If you backup to tape the tape drive behavior will negatively influence the data rate. Usually, the faster the potential tape speed is, the resulting backup speed will decrease due to a huge number of reposition cycles. But you need to test that as the result is specific for your configuration.
So may I suggest that you read the "Performance Optimization Planning Guide" so that you get an idea about the 'area' in your configuration that is causing the issue. Then check whether you can optimize it.

I've just seen your response right now. I use clariion CX700 with win2k3 and networker 7.5.
