This used to be LGTpa33874 - issue with 6.0.2 client which got fixed in 6.1 but it was back in 6.1.1 again. So, if you have older client instance - update it to recent one.
Second issue could be permissions. For any NetWorker client using the Windows Disk Quota feature, during SYSTEM DB backup, NetWorker software creates temporary files to store the disk quota database settings in the root directory of each drive on the client. If the permission settings for a local drive do not allow full control to the local System account, the disk quota database backup will fail and an error message similar to yours will appear.
If I remember rightly there was an error where if you are not using the quota service and have it disabled it throws this message up because Networker cannot start the quota service in order to perform an online backup of the quota database.

I have no idea if service exists for that - my guess is not. To check if it is enabled or not you could go to your disk/partition properties in Explorer and there is Quota tab. By default they are not enabled and all the backups I have seen so far do not have problems with that (except older client versions as mentioned earlier).
Just for fun, I enabled quota on my laptop and could not see any service being used or anything in service list that would imply being used for disk quota. The I disabled quota and did run SYSTEM DB backup but it works:
