Backup of stubs
We have NW client and server NW 8.1.2.4. On one client Point Storage Manager is used the tier storage.
On the filesystem only stubs are left.
Networker backs and recovery up the stubs as complete files.
Is there a way to backup and recover only stubs?

Whenever program access stub for read, data is pulled back so when backup runs it reads data and therefore it fetches real file instead of stub only. EV, for example, has setting where you can specify which programs are not allowed to execute recall (eg. save.exe) - see http://www.symantec.com/docs/TECH51039. Not sure if your programs has similar ability. Same was the issue with DX (DiskXtender) and they had same ability to address it.
