Hello, I think that barcode reader works fine (you can check it on library itself - does it shows inventory?). As I understand you created fresh autochanger on fresh/upgraded version of Networker. Because it has no inventory of volumes, Networker will check barcode as well as label on tape itself (they can be different...). So probably first time you will do inventory it will load tapes into drives and next time barcode reading will be enough. Maybe there is some way to avoid it but I'm not familiar with it...
In past you could avoid this by naming "new" library same as "old" one (so, location name field for tapes in media database would need to match newly created library name). I believe same should work here too.
Except those two settings already mentioned you wish to check if barcode feature has been autodetected during jbconfig (you will find that in advanced jukebox properties).
have you tried using sjirdtag to access the ESL9595, using the SCSI address of your jukebox run the the following and if it is showing you the barcodes in the Slots, ports and drives, then the reader is working fine.....

This i2k is is showing the barcodes of the media, so reader is working. If you want to check this properly, put a few tapes in your ESL Ports, run sjirdtag and if it shows the barcodes, it has reads them......hasnt used the drives to read internals...
