666 spreading the world LGTpas do not created only for NW bugs, but all problems related to NW when opened with support. Part of them ends up always to be something related to some other product outside EMC/Legato world. You may wish to open a support call to check it out.
Well, if you had this opened with Legato then they are aware of LGTpa I spoke before as that one was with cluster too. Perhaps you wish to check with support if they checked that anyway.
Tell me what happens if you copy nsr client directory from some other box (when NW is installed) and start nsrexecd from the cmd? (can't say that would work, it is just a blind shot).

- what happens if instead of 7.1.3 you use 7.2.2? - Exact same thing
Also, describe how do you do upgrade - by uninstalling 6.1.x first and installing 7.1.2 then or by doing an update over old version?
I uninstalled v611, removed all registry settings, then installed v713 and 722 both fail on starting the services for the first time.
But I can reinstall any version of 6 without issues.

Error 1920 Service Networker Remote Exec Service failed to start: This error is related to permissions. Here is the solution.
Log in to the computer.
Right-Click on Command prompt > Run as Administrator
At the command line, navigate to the location of the networker software on your computer. (Example: C:\temp\setup.exe)
Run the setup.exe from the command prompt.
The installation completes without fail on multiple systems in our DC.
