Try labeling tape from command line. Use this command syntax,
nsrjb -L -v -b -S < volume_ name>
For example:
nsrjb -L -v -b Default -S 1-1 Default.001
Here in this example, tape in slot number 1 will be labled as Default.001.
See if this helps.

C:\Users\administrator.INFINITUM>nsrjb -L -v -b Default -S 13-13 Default.001
setting verbosity level to `1'

There is only one enabled and configured jukebox: NEC@6.0.0

Info: Operation `Verify label' in progress on device `\\.\Tape0'
Info: Cannot read the current volume label: no tape label found
Info: nsrmmgd assumes the volume is unlabeled and will write a new label.
Info: Operation `Label without mount' in progress on device `\\.\Tape0'
Info: Label: `Default.001', pool: `Default', capacity: ` '.
Info: Operation `Eject' in progress on device `\\.\Tape0'
Info: Unloading volume `-' from device `\\.\Tape0' to slot 13.
Error: write open error: command completed successfully (drive status is )
Jukebox operation finished with status: retryable
15771:nsrjb: Jukebox command terminated with errors.

OK ! found the solution.
as I found here https://community.emc.com/thread/5369 a simlar problem,
I disabled CDI (library- drive- properties- advanced
