I was told by my rep that i could have as many networker servers as i wanted under my 5TB license file. I'm thinking this wasnt the case after all? Do i need a new license everytime i make a new networker server?

I'm using a capacity based model of 5TB . If both networker servers are in the same data zone i still need another license?

NetWorker server IS datazone so if you have 2 backup servers then you have 2 datazones. I do not use capacity license yet, but my understanding is that it goes against datazone and if that is the case - then for each datazone you need either license or you need to break existing one to two of 2.5TB or similar (not sure if predefined tiers exist or how it is done at the moment).

Yes, you need a separate license for each NetWorker server.
License installed on one NetWorker server can not be shared with another NetWorker server.
