Hi Taphouse - Workgroup Edition doesn't have any library/autochanger support actually. Workgroup supports standalone tape drives (up to 4) and has ability to do backup for up to 8 clients.
One key thing to know about licensing autochangers - whenever a tape library is attached, NetWorker will see the "slot count" reflected by the library. If the library is a 24 slot, a NetWorker Autochanger Module license that covers that amount of slots would be required. In other words, you can't use a smaller slot count license and use only a subset of "slots". Now - one workaround, depending on the library, sometimes you can set the number of slots used and reported from within the library software. This then gets reported back to NetWorker as the smaller number and you're OK w/ a smaller license.
I think the other thing you're asking is whether you can "stack" licenses - add a 1-8 and a 1-16 to get an aggregate 24 slot coverage. The answer is - that is not possible that I'm aware of. You can have more than one license, but the 1-16 would be distinct to one library and the 1-8 distinct to another attached library.
Is Workgroup Edition already in place? If not, then maybe NetWorker Fast Start is the way to go - it includes NetWorker + 1-40 slot license + other support (diskbackup/clients/modules).
