Yes, after a full backup, if the enviornment variable NSR_AVOID_ARCHIVE=yes is not set. If this variable is set to yes, NetWorker will not touch the archive bit. Otherwise it will. You'll find a few articles with more detail on this in the knowledge base if you search for "archive bit"AND"networker".
One other consideration is whether you configured NetWorker to use the Windows Change Journal. This would have been done when you installed the NetWorker client on your Windows box.
If this was done, then NetWorker will look at the data in the Change Journal during a non full backup. NetWorker will not loot at the archive bit or the modified date.
