I will stop and disable RSM if I saw that it's enabled again. Backup will work after I stopped and disable the RSM however, on the next day if we want to change the tape it will give us I/O error. Then we will disable and stop again ... its happening everyday.
i've checked the logs and there's nothing pertains on how it was restarted.
You should check that with MS. I really can't see how it is possible to start service which has been disabled from starting. I mean, that means it was not started automatically and obviously startup type was changed too. This change is either part of some MS process (which I doubt) or some 3rd party application (or your colleague who wants to have fun with you). I believe MS could have tool to monitor that and such tool could provide you tool about what is going on.

Maybe some logs around service RSM starting message ...
