You can either use GUI or CLI.  Command is explained in NME documentation.  Note that NME module is no longer supported and you should ideally use NMM instead (note that NMM won't be able to restore backups made by NME).

I saw the procedure of the restore using GUI on NME Administration Guide, but the document has not the procedure use CLI.

For the CLI, it has only listing all parameter of nsrxchrc command. Please send to me the procedure of restore using CLI if you can.

In NME admin guide there is chapter called "NetWorker Module recover commands".  Both nsrxchrc and nsrxchmbrcwith description of each parameter.  Because product is out of support you probably won't find it on support pages, but here is one of many online copies which you can easily dig up using google search: nsrd.info/documentation/modules/Exchange/Exchange_5_Admin.pdf

I know both nsrxchrc and nsrxchmbrc CLI with description of each parameter on Exchange_5_Admin.pdf document. But it has not procedure for restoring use CLI (to new server).

If you have any information about procedure to restore with CLI (to new server), pls send to me. Thanks a lot.

I didn't do this to new server so I don't know if there are any MS limitations.  But if we assume there are not, you would run CLI command from new server, but you would specify with -c that you are using index of old server.  You would need to put new client to remote access list of old client to allow it to read the index.  There might be few requirements like creating structure or DB as it was on old server in Exchange - I really don't know that part. Actually, in document I pointed out, there is section for directed recovery which covers conditions you have.  You would probably get much better answer if you have asked this question in NetWorker Support forum instead of here.
