Slow Block Level Recovery

Environment
Networker: Networker Server v9 - VM
Data Domain: DD9500
Connectivity End to end: 10Gbps with Jumbo Frames
Testing Results
#1 Windows 2012 VM, 29 million files on V drive.
Image Level Backup took 24 hours (4.8TB)
Image Level Restore of V drive to another server took 42 hours 32 mins... (4.8TB)
#2 Windows 2012 VM, 500GB E drive with 430GB of files (SQL Backups).
Image Level Backup took 48 mins
Image Level Restore to same VM (different drive) 2hrs 50mins.
File Level Restore from same backup took 48mins.
I have a S1 case open with Dell EMC and nothing has come up so far - its been two weeks.
We are at a loss as to why Block Level Recovery is extremely slow.
We have Avamar 7.3 in house but that isn't suitable for backing up x millions of files, hence the use of Image based with Networker.
Does anyone have any ideas as to why this is slow?
