Unable to configure library in Windows2008 under domain user.

If NetWorker is installed on a server with Windows2008 connected to a domain using a domain user with administrator rights on this server and the GUI is not able to configure the connected library, we can not use jbconfig: it does not find this library either. Running the inquire and changers commands give NO output.
All is working well using the LOCAL administrator user.
What has to be done to configure a library on a Windows2008 server connected to a domain using the domain user with administrator rights on this server?

Well, I guess domain admin doesn't have permission required to run these commands as local admin has. Since you already tried this, simply configure it as local admin and that's it - in standard environment you will hardly have to do it again.

Done this recently on our windows 2008 platform without any problem. It must be a permission issue. Check your local/global security policy.

Yes, sure, it is a permission problem. Have to find the exact permission in the policy.
