You will not see a silo robotics within inquire, only the devices. From your inquire output below you also do not see any tape drives so I think there is work to do on the OS also.
Silo jukeboxes regardless of hardware vendor use a workstation to control the robotics so you actually talk to an IP address over TCP/IP and not via SCSI cables or SAN connection. Find out the IP address and name of the workstation you are going to talk to and then see the admin guides for specific actions for IBM, StorageTek (now SUN) and ADIC.

I am also trying to setup a NW Server 7.6.1 (Windows 2008 R2 64-bit) to connect to an IBM_3494 Silo.
Problem I have is there is no IBMATL service driver avaialable from IBM for Windows 2008 64-bit Intel version ( only 64-bit for AMD version)
Question I have is: Can I still install the IBMATL software on a Windows 2003 Storage Node, and have Networker Server use the Storage Node to control the SILO?
Or is it required that the IBMATL service drivers also be installed on the NW server?
Yes you can use the drives on the NetWorker server and other storage nodes which are 64 bit Windows and control the robotics from a 32 bit server (or Unix Server if you have one). This is noted in the Compatibility Guide but its not clear as its in a note. We are introducing support for this as STK aka SUN aka Oracle have now introduced the 64 bit libraries to allow Silo control, but unfortunately we have not as yet.
Support for this OS is not currently available but I believe it is targeted for 7.6.2 onwards. You can use the drives connected here, you just cannot have the OS control the robotics, so any other Windows 32bit server or Unix server can just do robotics over TCPIP for you (I assume you have one of these) until support is available.

Last hardware compatibility guide doesn't show IBM 3494 for Linux as valid. AIX, HP-UX (RISC), Solaris, Win2003 and Win2000 only.

You can of course use Linux as a storage node talking to (supported) tape devices in a 3494 as long as the Networker server itself supports the silo.
