Try to follow the steps recommended in VCB admin guide. You need to run install.bat (from legato directory installed in VCB directory). After you pass through all the steps, the save_vcb.bat will be copied to legato\nsr\bin and should work.
When you create a new client by selecting a VM from the Virtualization view in the "Configuration" and you select virtual client, VCB,... and the lot, it still puts "save_vcb.bat" in the backup command even though NW 7.6 uses "nsrvcb_save" ...

Is it NetWorker version 7.4 or 7.6?
NetWorker version 7.6 use nsrvcb_save

Of course you need to fill up "config.js".

Hello,
you will need to use VCB 1.5 update 1 to save the VMs using VCB.

Sorry guys, problem is solved by putting in the client backup command the following : nsrvcb_save

Related to this, I noticed the following:
