The licensing guide states:
"
A Virtual Tape Library Frame license must be purchased for each physical hardware frame
that supports VTLs. If the Virtual Jukebox attribute is set to Yes during configuration, but a
Virtual Tape Library license does not exist, the configuration will succeed but subsequent
library operations will fail.
I have only two physical hardware frames, and the corresponding two licenses.

NetWorker considers each partitions as a separate library. So I don't think NetWorker will allow same license to be used on deferent partitions.
You might need separate enabler license for each partition.
