EMC provides EDL, but current offering seems to be around big boxes (EDL 5xxx series).  I use EDL 4406 (also big) and it works pretty well.

Their Data Domain offering also offers VTL emulating, but if I would use DD I would rather used it with NFS option or Boost.

Thanks for the options.

Are there any packages out there that make it possible to create and test a VTL environment on a single Linux server without external tape/storage hardware in use?

Of course.... there are both commercial and freeware packages available.  What they do is to get bunch of disks or disk space and emulate tape library.  I guess for test you could either use demo period of some commercial one or freeware to check it out.  Just google on it and it should get you to some of those (and example would be http://www.pavitrasoft.com/products/vtl.html, but this is just one of many without any preference - I personally don't use it).
