Well, I can only kind of translate what happens, but I have no clue either why. At certain point FSR writer is caller which uses ntfrsapi.dll (ntfrsapi.dll is a File Replication Service API DL). I guess first thing to check is if you have that dll on the system. If not, it might indicate that prior to DR you must install application which did bring that dll with it (or have service started that is using it). I'm not sure if old trick from 2003 applies to 2008, but perhaps re-registering dll could help.

I found the answer for myself.
It appears that recovering Windows 2008 system state to new operating system is not supported.
