I do not have a VTL in place but i just verified that NW 8.1.1.4 will definitively 'delete' a tape if it has just been labeled but it is empty. This is similar to your case although it is not exactly the same.
This is definitively a bug as NW would not be able to manage ALL offsite media.

nsrmm -d volume or
nsrmm -d -V volid

You will not see it in your library as long as the location has not been set (did you export it?).
However, it should still be in your media index. This seems to be a bug.
If so, re-import/deposit it before you can delete it.
Also remember that the delete commands are either

On your VTL can you check the current location of the volume ? if it is in the vault move it to the library and run an inventory for it.
