DELL PC 3024: Limiting user bandwidth per IP, is this possible?

hello, we have a network of about 20 or so users that do not typically need much bandwidth, but as soon as someone does, the entire network suffers greatly. we have a 3024 with an out of the box set-up that i am hoping can accomplish this. i didn't see anything in the manual, but it may still be possible. we have a router that the switch is behind. all IP's are manual, not DHCP. any help would be MUCH appreciated. thanks!

Unfortunately there isn't anything that I know of in any of the PowerConnect switches that will allow you to throtle a user. The only thing that comes close is storm control, and that will only work if they are multicasting and your switches are set up to broadcast all multicast traffic (default).
