Have this been not working before? Or the 4 switches was working before and there is an issue happened?
Have you verified the stacking cables are good working ones? About the firmware version, are all the switch having the same firmware versions? Is the running-config output that you put it up here for the switch 2?
Is it only switch 2 that has the problem or is it any of the switches when you connect it to be a stack? Are there any configurations on the switches that are being added to the first switch? Are only the stack ports connected on the second switch and no networking cables? Page 243 https://dell.to/3nuLNeM

i have done all of the above you mentioned. there's no loops and all the switches has the same firmware as 6.5.4.17,
