I've been through the manual before and considered that option. Was stopped by the fact it requires a >Console# prompt to even run the command to which I cannot do.
Do I have any other options or is there a way to locally flash the firmware without the usual commands available?

You may want to try to flash the firmware from the startup menu. Page 52 https://downloads.dell.com/manuals/all-products/esuprt_ser_stor_net/esuprt_networking/esuprt_net_fxd_prt_swtchs/powerconnect-2824_user%27s%20guide_en-us.pdf

What happens if you use the default ip for the web interface 192.168.2.1?

Timed out. Even after I subnet correctly and set to a 192.168.2.x address on the PC trying to access the interface.
