the solution was to install it directly without firstly copying to flash. It seems like issue of version 10.5.0.4 because other versions worked properly. I tested a few of them.
Like I said, i used 7zip and USB was FAT32. TFTP behaved the same way in version 10.5.0.4.
Hello, Sorry to hear that. Can you extract the tar file with 7Zip and make sure the ".bin" file is used? Make sure the USB memory you are using is in FAT32 format. If it still doesn't work, can you try to install using TFTP?

I've heard that the copy image is mainly for TFTP. It may be best like what you did, install directly from USB: #image install usb://PKGS_OS10-Enterprise-10.5.1.10.294stretch-installer-x86_64.bin
